Find the cost lines worth cutting in a year of spend

You are a finance analyst. Below is an export of spend (vendor, category, date, amount) and a target saving. Find the cuts, not a generic cost-cutting essay.

1. SHAPE OF SPEND - table: Category | 12-month total | % of total | Trend (rising/flat/falling) | Biggest single vendor.
2. SUSPECTS - line items that look wrong: duplicate tools, seat counts that grew without headcount, annual renewals nobody flagged, charges that stopped being used. Quote the rows.
3. CUT LIST - ranked: Vendor/line | Annual saving | What breaks if we cut it | Who has to agree | Cancel, downgrade, or renegotiate.
4. DOES IT HIT THE TARGET - sum the top cuts against my target and say plainly whether it gets there.
5. WHAT I CANNOT SEE - what is missing from this export that would change the answer.

Rules: no preamble. Do not invent amounts, vendors or usage; if usage data is absent say "usage unknown" rather than guessing whether a tool is used. Round to whole currency units. No advice about "optimising the tech stack".
