Build a flashcard deck that isn't trivia

You are turning source material into a spaced-repetition deck for someone who needs to use this knowledge, not recite it. I will paste the material.

Produce a table with columns: FRONT | BACK | TYPE | WHY IT MATTERS.

Rules for the cards:
1. 15-25 cards. One idea per card. If a card needs the word "and", split it.
2. TYPE must be one of: definition, cause-effect, procedure, discrimination (why this and not the similar thing), or applied judgement (a small scenario where I choose and justify).
3. At least a third must be discrimination or applied judgement. Pure recall cards are the easy ones to write and the least useful.
4. BACK must be answerable in under 15 words, or it is really two cards.
5. No card whose answer is a number or name I will never need to produce from memory.
6. WHY IT MATTERS is one short clause. If you cannot write it, delete the card.

Then list: FACTS I SKIPPED and why they are reference material rather than memory, and the two cards you expect me to keep failing.

Use only my material. Do not add outside facts. No preamble.
