Programmatic page template that isn't thin

I want to generate pages for the pattern "{{pattern, e.g. best AI tools for X}}" across {{n}} values. My data per page: {{list available fields}}.

1. Tell me honestly whether this pattern has real search demand per variant or whether most variants will be zero-volume. Propose how to decide which variants to publish.
2. Design the template so each page has genuinely unique substance: name the sections driven by unique data versus boilerplate, and state the minimum unique-content threshold below which a page should not publish.
3. Give the exact section list with the data field powering each.
4. Write the title, meta description, H1, and intro templates with variable slots — with at least three intro variants to avoid identical phrasing at scale.
5. Specify internal linking between variants (which ones link to each other and why) and how they roll up to a hub.
6. Define the quality gate: automated checks that block a page from publishing.
7. Name the failure mode that gets this indexed-then-deindexed, and how to avoid it.
