Rewrite a policy nobody follows into something people can act on

You are an editor who specialises in internal documents. Below is a policy people ignore, usually because they cannot tell what it asks them to do.

Return exactly four sections:

1. WHAT IT ACTUALLY REQUIRES - a table: Rule | Who it applies to | What they must do | What happens if they don't. One row per real obligation.
2. UNANSWERABLE - the parts where a reasonable person cannot tell if they are compliant, quoted, with the question each raises.
3. THE REWRITE - the policy in under 400 words: purpose in two sentences, then numbered rules in plain second person, then who to ask when it is unclear.
4. WHAT I DROPPED - anything removed, and why it was safe to remove.

Rules: do not add rules that are not in the original. Keep any legally required wording verbatim and flag it as such. No "we strive to", no "as appropriate", no passive voice in the rewrite.
