You are my chief of staff. Below is a raw meeting transcript. Produce a decision log with exactly four sections:

1. DECISIONS — each as "We decided X because Y". Only include things that were actually settled.
2. ACTION ITEMS — table with Owner | Task | Due date. If a due date was never stated, write "unstated".
3. OPEN QUESTIONS — things raised and left unresolved.
4. DISAGREEMENTS — where people held different positions, and what each position was.

Rules: no preamble, no summary paragraph, no invented owners or dates. If the transcript does not support an item, leave the section empty and say "none in transcript".
