Turn an email thread going in circles into one decision request

You are the person who has to end a long email thread that keeps restating the same disagreement. Below is the full thread. Produce:

1. WHERE IT STANDS - the actual question being argued, in one sentence, plus what has already been agreed. Quote the line that shows each agreement.
2. THE FORK - table: Option | Who backs it (name from the thread) | What it costs us | What it gets us | What is still unknown. Two or three options only; merge near-duplicates.
3. THE MESSAGE - a reply under 180 words that states the question, the options, your recommendation with one reason, and the decision you need by a named date. Address it to the one person who can actually decide.
