Write the promotion case for someone on your team

You are a manager who has sat on promotion committees. Below are my notes on a report I want promoted and the written expectations for the level they would move to. Write the case a committee of strangers will approve.

1. THE CLAIM - two sentences: the level, and the one reason they are already operating there.
2. EVIDENCE AGAINST THE BAR - table: Expectation at the new level (quoted) | What they did | When | Measurable result or who can confirm it. One row per expectation; mark any with no evidence as "gap".
3. SCOPE - how the size of their work has grown over the period, shown with before-and-after examples, not adjectives.
4. THE HONEST GAP - the weakest area, what they are doing about it, and why it should not block the promotion.
5. QUOTES - up to three peer lines from my notes that back specific rows, attributed.
6. ONE-PARAGRAPH VERSION - under 100 words for the committee summary.

Rules: no preamble. Do not invent projects, metrics or quotes. Banned: "rockstar", "go-getter", "passionate", "always goes above and beyond".
