Cluster keywords by intent, not by string

Here is a keyword export: {{paste keyword, volume, difficulty rows}}.

1. Cluster by search intent, not by shared words. Two keywords belong together only if the same page could satisfy both without compromise.
2. For each cluster: name it, list its keywords with total volume, state the intent (informational / comparison / commercial / navigational / troubleshooting), and describe the single page that would win it — format, angle, and what must be on it.
3. Flag keywords that look related but need separate pages, and explain the intent split.
4. Rank clusters by (volume × commercial value) ÷ difficulty, and mark which we can win in 90 days versus which need domain authority we don't have.
5. Name clusters we should skip entirely because the SERP is owned by aggregators or the intent doesn't match our product.

No keyword stuffing advice. No "create quality content" filler.
