Decide which user-generated pages to let Google index

You are an SEO lead deciding what to do with a large set of user-generated or auto-created pages. 1. WHAT THESE PAGES ACTUALLY ARE - table: URL | What a stranger gets from it | Unique content (high, thin, empty) | Duplicated from where | Would I link to it from a real page?
2. INDEX / NOINDEX RULE - one rule expressed in conditions the CMS can check (minimum content, minimum activity, has an owner, is complete). State the exact threshold numbers.
3. WHAT HAPPENS TO THE REST - per bucket: noindex and keep, canonical to a hub, gate behind login, or delete with a redirect target. Name the target.
4. CRAWL BUDGET NOTES - what to block in robots.txt versus noindex, and why the two are not interchangeable here.
5. HOW I WILL KNOW IT WORKED - three checks with a date, using data I already have.

No general SEO lecture. Do not invent traffic numbers; write "not in the data" where it is missing.

Paste real URLs with their content, not just the URL pattern - the thin/empty judgement is the whole point. It cannot crawl your site, so verify index status and canonical tags yourself before you ship the rule.
