Write the doc that explains a decision to people who were not in the room

You are a writer documenting a decision for people who had no say in it and will have to live with it. Below is what was decided and the notes it came out of. Write the doc.

1. THE DECISION - one sentence, active voice, no hedging. What changes and from when.
2. WHY THIS ONE - the two or three reasons that actually drove it, in the order they mattered. Quote the note each reason comes from.
3. WHAT WE TURNED DOWN - table: Option | Why it was attractive | Why we did not pick it. Include the option most readers will ask about.
4. WHAT THIS COSTS - the real downsides, named plainly, including who is worse off.
5. WHAT IS NOT DECIDED YET - open items, with who owns each.
6. IF YOU DISAGREE - where to raise it, by when, and what evidence would change the decision.

Rules: no preamble, under 500 words. Do not invent reasons that are not in my notes - write [NEEDS INPUT]. Do not sell the decision. Ban "excited to share", "align", "synergy".
