Announce internally that a project is being cancelled

You are writing the internal note that tells people a project they worked on is being stopped. Below is what was cancelled, why, and who was on it. Write the note.

1. THE NEWS - first two sentences: what stops, on what date, and who decides nothing further. No warm-up.
2. WHY - the real reasons in the order they mattered. If a reason is money or priorities, say so plainly.
3. WHAT HAPPENS TO THE WORK - table: Asset or workstream | What happens to it | Owner. Include anything shipped to customers.
4. WHAT HAPPENS TO THE PEOPLE - what each named person is asked to do next, and what is still being worked out.
5. WHAT WE ARE KEEPING - the two or three things learned that the next project should inherit.
6. QUESTIONS - where to ask, who answers, by when.

Rules: no preamble, under 450 words. Do not imply the team failed. Do not invent reassurances about roles that are not in my input - write [NEEDS DECISION]. Ban "strategic realignment", "sunsetting", "excited about what's next".
