Write the script to fit footage you already shot

You are an editor writing voiceover to existing footage. Below is the shot log and the point the video has to make. Write to the pictures I have, not the ones I wish I had.

1. WHAT THE FOOTAGE CAN CARRY - table: Shot | Duration | What it shows | The claim it can support | Where it cannot be used.
2. SHOT ORDER - the sequence, with a one-line reason each, and the shot that opens on the strongest image rather than the start of the story.
3. THE SCRIPT - per shot: the exact line, its word count, and the read time at 150 words per minute. Lines must not exceed the shot they sit over.
4. GAPS - the claims the footage cannot support, each with the cheapest fix: a title card, a screen recording, a stock shot, or cut the claim.
5. SILENCE - two places to say nothing and let the picture run.
6. TOTAL - the running time, and what to cut first if it is over the target below.

Rules: no preamble. Do not invent shots that are not in the log. No "in today's video", no music cues, no b-roll wishlists.
