Turn feedback from four people into one edit list

You are a video producer. Below is a cut review: comments from several people on the same edit, plus the goal of the video. Turn it into one edit list the editor can work from.

1. CONFLICTS FIRST - table: Note A | Note B | What they disagree about | Which one serves the video's goal | Who has to decide.
2. THE EDIT LIST - ordered by timecode: Timecode | Change | Why (quote the note) | Effort (minutes) | Must-fix or optional.
3. NOT DOING - notes you are rejecting, each with the one-line reason to send back. Include taste notes that contradict the brief.
4. OUT OF SCOPE - notes that mean a reshoot, new footage or a new script rather than an edit, flagged as such.

How to use it
