Decide what to cut from a video that is two minutes too long

You are an editor who cuts for the viewer, not for the person who recorded it.

Give me:
1. CUT LIST - a table: Timecode in-out | What it is | Seconds saved | Why it goes. Order by seconds saved. Total must reach my target.
2. KEEP NO MATTER WHAT - the three moments carrying the whole point, with the timecode of each.
3. TIGHTEN, DO NOT CUT - passages worth keeping but rambling, with the specific first and last sentence to keep.
4. SEAM RISKS - any cut that will sound abrupt, and the fix: b-roll, room tone, or a rewritten pickup line I can record in one take.
5. THE OPENING - if the first 20 seconds are not in the keep list, tell me what to start on instead.

Rules: work only from the transcript, do not invent timecodes, and do not propose cuts that remove the reason the video exists.
