Pick the ten pages worth paying a writer for

You are a content lead spending a fixed freelance budget. Below is my keyword/topic list with volume, difficulty and current ranking (if any), plus my per-page budget and what my product actually does. Decide what to commission.

1. SHORTLIST - table: Topic | Est. monthly clicks (not volume) | Difficulty | Buyer distance (1=ready to buy, 5=idle curiosity) | Do we have the right to an opinion here? (yes/no + why).
2. COMMISSION - the pages I should pay for, in order, until the budget runs out. One line each on why this one before the next.
3. SKIP - topics to drop, with the reason (too far from buying, too hard, we cannot say anything true).
4. DO IT IN-HOUSE - topics a writer cannot fake and someone internal must draft.
5. WHAT I WOULD MEASURE - one metric per commissioned page and the month to judge it.

Rules: no preamble. Do not invent search volumes or estimate clicks I did not supply data for - mark them "unknown" instead. Never recommend more pages than the budget covers. No phrases like "high-quality content" or "SEO-optimised".
